Mission and Vision
We exist to foster a diverse and equitable community of youth and adults striving together for academic, personal, and civic excellence.
Highline Academy's vision is to create a Core Knowledge charter school that creates high standards for all students and provides these students with the tools they need to reach high levels of academic and character achievement. Highline Academy will accomplish this through a content-rich, sequential curriculum; a safe, disciplined environment; teacher-directed instruction; differentiated instruction in core subjects; and a curriculum that includes a focus on character development and respect for diversity. Students who value learning and want to work hard will find success at Highline Academy.
Enrollment Policies and Procedures
Kindergarten Tuition
Highline Academy has two full day Kindergarten classes. DPS Provides funding for ½ day programs, therefore Highline Academy charges monthly tuition for its full day Kindergarten program. The cost this school year is $325 per month. The cost is set according to tuition charged by DPS. There are a limited number of scholarships available for those that qualify and they are awarded on a first come first serve basis according to need. Scholarship information will be included in the enrollment package. Students in kindergarten are admitted via lottery irregardless of their needs for scholarships.
Lottery Overview
Enrollment is determined by a random lottery system. All complete applications turned in by the deadline will be eligible for the lottery. All applicants are randomly assigned a number which is then drawn randomly during the lottery. Should there be more lottery applicants than available seats, students are randomly assigned waitlist numbers. Highline does not carry its waitlist over from year to year. Wait list numbers are cleared and students are bumped up one grade level for the lottery the following year.
Lottery Mechanics
Lottery Highline’s lottery is pulled giving consideration to a number of different priority statuses.
Priority 1: Founder/Board Policy
Those children whose parents/guardians were active in the planning process by serving on the founding interim governing board or as an advisor to the founding interim governing board will receive priority for admission if their applications are received by the application deadline. Said families must have been designated a “founding family” by Highline’s Board of Directors. Current Board members also receive enrollment priority.
Priority 2: Staff Policy
Children of staff members will receive priority for admission if their applications are received by the designated deadline. These children will be allowed to remain in the school regardless of whether or not the parent/guardian remains employed by the school.
The total number of students enrolled under the priority Founder/Board/Staff staff policy will not exceed 10% of the school’s population. If there are fewer spots than the number of priority applicant’s, then a separate lottery is held for these applicants with priority status. Children of Founders and Staff are given priority over siblings. Any student falling under the Founder/Board/Staff policy that is not admitted with their priority status will be entered into the general lottery.
Priority 3: Sibling/Household Policy
It is the intent of Highline Academy to support whole families and create a cohesive and inclusive school community. Siblings of enrolled students will receive priority for admission if their applications are received by the designated deadline. Families may also apply for household priority. Household priority is given when a child who is not a sibling lives with a currently enrolled or admitted family. In this situation, custody papers or other legal documentation must be provided to claim priority.
General Lottery
Once priority seats have been filled, Highline holds a general lottery, as described above. Seats will be assigned randomly.
Grounds for Denial of Admission
Subject to the school’s responsibilities under the Exceptional Children’s Educational Act and applicable federal, state and local laws, the following will constitute ground for denial of admission to the school:
- Failure to meet age requirement.
- Having been expelled from any school district the preceding twelve months.
- Having engaged in behavior in another school during the preceding twelve months that is detrimental to the welfare of safety of other students or of school personal.
- Failure to comply with the immunization provisions. Families who choose not to immunize their children must sign an immunization waiver.
- Falsification of application or enrollment documents.
- Applications are considered complete only if all areas are completed.
Founding Committee
The Founding Committee consists of a group of community members who want to see the development of a small K-8 Core Knowledge school in southeast Denver. We envision a public school where motivated students can experience the satisfaction of meaningful academic achievement. We believe that by offering an academically rigorous curriculum that also focuses on character development, we will be shaping students who will go on to be successful in competitive high school programs, and eventually will be effective leaders in our own community.

Development Timeline
The Highline Academy Founding Committee submitted a draft charter application to Denver Public Schools and later, on Aug. 20, 2003, submited a final application. The DPS Board of Education made the decision to approve the application in early November 2003.
Special Education
Like all public schools, Highline Academy provides special education services to students who qualify. If a student is having persistent difficulty with school work, parents may wish to consider making a referral for an evaluation by the Student Assessment Team (SAT), described above. If after a minimum of 30 days these general education interventions do not support the student in making adequate progress, the SAT team may refer the student for Special Education testing.
Such testing cannot be conducted without prior written consent from a parent/guardian. A special education evaluation might result in the creation and implementation of an Individualized Educational Program (IEP). This document outlines strategies and services for meeting the student’s academic needs and provides legal support to ensure that they receive such assistance. Highline Academy seeks to provide an environment where all students are successful.
